you’re already planning on Baystead as a substep of the first Seastead, which will probably be smaller than the one you eventually want to live on. The only viable sub sub step I can see would be to get a prototype of the crew you want on the Baystead into a house/community based around where you plan to build the baystead, like a live/work warehouse, or SF equivalent.
