If you look up tokyo on google maps, you can see that sea space near tokyo is protected from tsunamis.
You need to worry about how independent you can be, though.
Just one more comment. It would be good to place a seastead city near tokyo since that region of sea is heavily protected and surrounded by a very well developed economic region. It’ll provide a seastead with a lot of economic opportunities and convenience.
Although I know that I can only voice my opinion, I hope people considered it just for a moment.

I always wanted to live in japan, but living in japan without a work visa is very very difficult.
But, but, I don’t want to make money by working for someone else.
As far as I know, germany issues self-sponsored visas(e.g., artist visa for freelancing artists) to foreigners.
Japan doesn’t seem to issue self-sponsored visas.
