    Hoping that the following its not too “crazy” for this forum, I will submit it for your consideration, feedback and criticism,…

    Some time ago I posted a structure design, WAVELAND-MODULAR MOBILE OFFSHORE BASE . It is my ideea now to form a micronation with the same name, that will serve as a interim platform for building WAVELAND as the territory of a future independent & sovereign seastead state, WAVELAND. The Declaration will sound like this:

    WAVELAND, from a state of mind, to a state of being.



    As of 11th of June 2009, we, a group of determined, free people, are pleased to announce today, that we will be building the territory of the nation of WAVELAND, as an Offshore Mobile Artificial Modular Floating Seastead.

    Therefore, we amend the following:

    Upon completion of the Critical Mass of the Seastead, we will declare WAVELAND as an Independent & Sovereign State according to Article 1 of the Montevideo Convention 1933.

    WAVELAND will be navigating in the international waters under WAVELAND REGISTRY and flying WAVELAND flag, according to United Nations Convention on Law of the Sea (UNCLOS), 1982.

    It is the purpose of this nation to defend Nature, protect the global commons, reform industrialism and secure international peace.
    In pursuit of these purposes it will:
    1. Raise such opposition as may be necessary, make such arrangements as may be required, use whatever means should be entailed without violence to any person, to enlist the support of people, to respond to their call, to support any friend, oppose any foe, to heed the voice of Nature, in order to maintain the right, freedom and liberty of all peoples to enjoy a happy peaceful life.
    2. Find, create, encourage and provide innovations and solutions to environmental, social, economic and political problems caused by things or activities which damage, threaten or destroy Nature or the natural systems of the Earth.
    3. Act at all times in pursuit of its purposes, by means independent of any control by other governments or business or any financial provision thereof. We the people of Waveland, pledge to the following: Without violence and by bearing witness, to defend Nature, to protect the global commons, to reform industrialism, and to secure peace, believing in action, rather than words.
    4. Ratify THE WAVELAND CONSTITUTION in accordance to the will and the freedom of the people and the needs of our Planet Earth.

    The rationale for such a project would be to speed up the seasteading process. All the micronation in existance now have one big problem: the lack of a territory. Otherwise, some of them have tenth of thousands of “citizens”, goverments, constitutions, money, etc, but to no use,… If WAVELAND can find the few “determined free people”, organize socialy and politicaly, elect a goverment, (on line for now) and start building a modest, lets say even @ the scale of 200′ LOA based on Waveland design (the Critical Mass), then all the conditions for statehood underlined in Articale 1 of the Montevideo Conventions will be met. Then soveregnity is guaranteed.

    It will be also easy to raise fund in this format. WAVELAND will issue passports and sell it to its citizens. Also it can form The Waveland Bank and print money to be exchanged to its citizens for dollars. All the citizens who did exchange will have a bank account in, lets say, Waveland $s. The money raised will be used for construction, and upon completion every citizen will own an area of the seastead directly proportional to the money exchanged. Plus will have W$s in the bank when ready to move aboard. Thus, most of WAVELAND will be owned by its citizens who now also have the capital to invest in whatever business they want on their property…

    P.S.The date, 11th of June is 12 years after Greenpeace activists in 1997 climbed and temporary occupied the islet for a short time,[38] calling it Waveland, to protest against oil exploration under the authority of the British. Greenpeace declared the island to be a “new Global State”, and offered citizenship to anyone willing to take their pledge of allegiance. A bit of enviromentalist in me,…

    I like it. I think there’s too much emphasis on environment though. I have nothing against people who care about the environment but I, frankly, don’t. And I’d rather the constitution didn’t obligate me to so do.

    I’m also a little worried about how “oppose foes” and “without violence” could contradict.

    I do like most of it though.

    Keep in mind that I did “cheated” a little and borrowed some ideeas from the original Waveland,….and it was Greenpeace.::-) We can do without paragraph 1. for sure. Also, the Constitution shud be ratify by the people. It can be anything they want. If it would be up to me I wouldnt even call it a “Constitution”, just to get away from the old and the status quo. I’ll think of something….

    Settlers on a ship making some sort of agreement about how they shall be governed. . . .

    Perhaps a “Compact” may flower?

    You might want to cite the relevant Articles in UNCLOS, like you did in the previous paragraph with Montevideo.

    Compact came to mind too, but I would lean towards “Charter”or “Code”. But what it is called its irrelevant,…In terms of the UNCLOS articles, I think they are all relevant. I do dare to say that UNCLOS shud be our “Bible” not only because it is globaly accepted, respected, and enforced as the authority in terms of International Maritime Law (and Waveland will fall into that jurisdiction), but mainly because it gives Waveland (as a state in international waters) the legal framework of diverse freedoms and rights posible only on the high seas.

    But the Code be more a set of guidelines that actual rules!
