I decided to check in on what I may need to register my mobile island here in Florida and ran across this on the Florida home build vessel registration page (http://www.flhsmv.gov/dmv/forms/BTR/87002.pdf):

All undocumented homemade vessels propelled by machinery must be registered and titled in order to be operated
    on Florida waters.

Am I to assume that vessels not propelled by machinery do not need to be registered and titled in order to be operated on Florida waters?

I envision the island being towed any place it needs to go as opposed to its own propulsion.

I heard that even a boat’s non-engined and non-sailed lifeboat dingy had to be registered and titled in Fla, and the trailer it rode in on.
