Proposal: New requirement

I think we all expect that, but we should explicitly list it:

• All information leading to the successful construction of the seastead must be published fully.

Just to prevent the case that someone wins the prize, but does not want to share his knowledge with us.

Better version of new requirement

A better formulation might be:

• All information leading to the successful or unsuccessful construction of the seastead must be published fully.

Why should we want information that led to an unsuccessful construction? Because that information could help us to not repeat that failure!
