    Kiribati is slowing dropping below the water line due to the sea level rising, so much so that the local population is being urged to move off of the islands by its own government. Would it not be less expensive to build a city with its foundations there and then just let the waters fill in over the next few years? Autonomy certainly would not happen right away, but in this most impoverished of nations, I am certain a deal could be cut to make the city a more independent group.
