Altaica	http://www.youtube.com/watch?v=iJ51SMxcikA a 20 feet of 24 inch pipe should displace 7 cubic meters of water. Use it a a submerged float and biofoul it to protect it from UV. HDPE is a thermoplastic so should be easy to seal the ends.
