I don’t remember seeing this list before, so I wanted to share. Wikipedia has an article that lists countries that doesn’t claim the UN-allowed 12nm of territorial sea or the 24nm contiguous zone.

Check out http://www.openstreetmap.org/ – it has territorial water borders for most countries.
