Could consider having one 55 gallon drum as a float, in the center and strung to the cage structure. Use an open bottom and compressed air to raise and lower the cage, like a submarine, or link the floats you are using with air-lines and do the same thing, at each corner, far enough between top and bottom to get the raised height you need.
