This page presents another sort of concrete made from fly ashes, that cures at ambiant temperature. Now that would be very useable. Also, it seems any heavy metal would be trapped into the long molecules as they polymerize, so there is no risk of it dissolving back in the sea like I feared.

So now I'm really interested. If you can bring me 100 000 tonnes of this stuff at a hole by a coast for under $10 a tonne, we're rolling.
