How could a seastead afford to spend money on full-time solar panel technicians? Or aquaculture farmers? Or underwater structure repair technicians? Or doctors?

On a small enough seastead they would just do their job because that's their job. On a large seastead they would be employed by the central authority and paid through taxes or community fees or whatever you want to call it.
