For garunteed reliability,
as passive system that always works
must be applied for any hull garden management.
For seastead islands,
as a source of food and materials,
barnancles and other biota are exellent.
For speedy watercraft,
a passive biofouling retardant,
like would be most effective.
though actively cleaning is possible,
regular drydocking is also an effective method.
